BEST PRACTICE PROCEDURES FOR UTILITIES CARRYING OUT MINOR WORKS


1. Order for work received

2. Examine Authority Co-ordination Data-base for conflicting works or opportunities to share trenches and or traffic management measures

3. Communicate with other Utilities and adjoining Authorities (where necessary) to offer/ask for the opportunity to share site.

4. Examine National Street Gazetteer to establish streets with engineering difficulty, traffic sensitivity, etc

5. Examine maps of the area to establish the location of schools, hospitals, level crossings, shops, factories, churches, fire stations, police stations, bus routes, etc

6. Visit site if possible/necessary to establish the potential problems and opportunities that the site may have

7. Contact/arrange a meeting (if necessary) with Authority/Authorities staff responsible for co-ordination/traffic management and other 'stakeholders' to discuss outline of proposals and discuss issues/opportunities determined during stages 2 to 6

8. Design works taking account of matters established during stages 2 to 7 (remembering requirements for working on structures

9. Continue to consult with Authority/Authorities staff responsible for co-ordination/traffic management other Utilities and other 'stakeholders' as design develops

10. Consult Authority Co-ordination Data-base as necessary

11. Establish when works should be on site and issue relevant Notices under NRSWA and applying for any necessary Temporary TROs, Temporary traffic signal permits, Railway track processions, etc.

12. Continue liaison with Authority/Authorities staff responsible for co-ordination/traffic management and other 'stakeholders' as necessary as works

13. Complete works

14. Final Notices issued under NRSWA

15. Meet with all involved to debrief and take on board any constructive lessons that have been learnt
